Phil Blair Joins San Diego Convention Center Corporation Board of Directors

Mayor and City Council appoint executive officer of Manpower Staffing of San Diego, Inc.

The San Diego Convention Center Corporation (SDCCC) announces the appointment of Phil Blair, executive officer of Manpower Staffing of San Diego, Inc., to its board of directors. Mayor Jerry Sanders and the City Council confirmed the appointed last month, replacing attorney Cheryl Fisher, who resigned from the board in December 2008.


Mr. Blair is one of San Diego’s most visible and respected business leaders. Since 1977, he along with partner Mel Katz, have built Manpower of San Diego into the largest Manpower franchise in the U.S. with annual revenues exceeding $100 million.

Manpower provides quality employment opportunities, training and workforce solutions. It has become San Diego’s fourth largest local for-profit employer providing approximately 2,500 jobs daily through its six countywide branches.


Mr. Blair is an oft-quoted employment industry expert and appears frequently in local business publications and on radio and television. He is a long-time KUSI-TV employment commentator, is a professional speaker on employment and workforce transition issues and is the author of Strategies for Success, a career resource guide.

As an active member of the San Diego community, Mr. Blair currently serves on the board of directors for several regional organizations including: the San Diego Regional Chamber of Commerce; the San Diego Regional Chamber of Commerce Benefits Corporation; LEAD San Diego; the United Way; and the Holiday Bowl.  He is also a member of the San Diego Downtown Rotary Club.


Previously, Mr. Blair was on the board of directors for the American Red Cross, San Diego/Imperial Counties and the Centre City Development Corporation. He also served as a member of the San Diego City Council, representing the 5th district, and was commissioner for four years to the Fair Political Practice Commission in Sacramento.
The SDCCC has a nine-member board of directors who set policy for the corporation. The city council appoints seven voting members to three-year terms. Two ex-officio members, or non-voting members, are appointed by the San Diego County Hotel-Motel Association and the San Diego Convention and Visitors Bureau.
